CMS made the change for several reasons. Some of the reasons were to increase clinical relevance, obtain information directly from the resident, efficacy and accuracy of the assessments, and to move toward electronic medical records format.

Will MDS 3.0 sill be used for the Medicare payment system? |

Yes. The MDS is used as a data collection tool to classify residents into RUGS for Medicare payment.

Will we still use RAPS? |

No. The RAP modules have been replaced. The new Care Area Assessments (CAA) forms will be used. There are 20 CAAS.

Yes there are forms for start of therapy and discharge (end of therapy).

How many RUG categories are there for PPS and Medicaid and how many will be added to both payer sources with 3.0?

Currently with Medicare PPS it is RUGS 53. If a state chooses to use the RUG system; it is 53, 44 or 34 groups depending upon what the state chooses. Under RUGS IV for Medicare there will be 66 groups. The states may choose to stay with their RUGS III group or move to RUGS IV. Under RUGS IV they would be able to choose between 66, 57 or 48 groups. This information can be found in MDS 3.0 RAI manual on page 6-2.
